Kentucky Employees' Health Plan (KEHP) is a self-funded program providing health insurance benefits to the employees and retirees of the Commonwealth of Kentucky, local school boards, some cities and county governmental agencies. Kentucky Employees' Health Plan currently offers coverage to approximately 285,000 employees, retirees and their dependents. Visit http://personnel.ky.gov/dei/ for more information. The plan is funded through a combination of employer and employee premiums. The employer share of premiums is paid by the Commonwealth of Kentucky; the legislature sets the level of those contributions through the biennium budget process. Employee premiums are set each year for each plan, and will vary based on the amount of employer contributions available through the budget, the level of benefits in each plan, and claims/cost history for the entire participant pool.
Open enrollment for KEHP occurs during October each year. Participants should review the available plans annually and make any appropriate changes during this time. You can view the 2021 KEHP Benefits Selection Guide here.
KEHP Vendors
Your Kentucky Employees' Health Plan (KEHP) aims to provide you with the best possible level of coverage, administration, and customer service. Although the plan self-funds payment of health and pharmacy claims, it does not actually process those claims in-house; instead, it contracts with plan administrators for those purposes.
- Medical: Anthem Blue Cross Blue Shield (Anthem) is the third party medical claims administrator for KEHP. Anthem has operated in Kentucky for more than 75 years, and is the largest carrier in the Commonwealth. KEHP is excited to work with Anthem, which offers a large network of providers, excellent service and technology, and significant opportunities to help hold down costs.
- Pharmacy: CVS Caremark is the third party pharmacy administrator for KEHP. The CVS Caremark network includes more than 67,000 pharmacies nationwide, including chain pharmacies and 20,000 independent pharmacies. Although CVS administers the KEHP pharmacy benefit, participants are not limited to using CVS for their pharmacy needs and may continue to use their preferred retail, grocery store, independent pharmacy, etc.
